BROWN COUNTY LICENSING PROCESS CHECKLIST (Printable PDF)
1. Go to Brown County’s website to watch the Child Care Licensing Orientation Overview video: co.brown.mn.us/child-care-licensing. Submit your name and address at the end of the Orientation Overview, and Packet 1 will be mailed to you.
2. Once you receive Packet 1, return to Brown County’s website to watch the Application Process video. Complete the forms in Packet 1 and mail your completed application to Brown County Human Services. Your completed application will include:
- Family Systems Licensing Application
- Workman’s Compensation Certificate of Compliance Form
- Orientation Acknowledgement Form
- Background Study Data Collection forms
- Applicant Social History Form

3. The Physician's Report Form is Required, but can be returned at a later time.
4. Once your application is received, Brown County will send out your reference letters and will review whether a fire marshal inspection is needed. If an inspection is needed, the Fire Marshal Inspection form with instructions will be mailed to you. The inspection fee is $50.00.
5. Brown County will assist you in initiating background studies for those living and working in your home ages 13 and older in the NetStudy 2.0 system. The study fees are $40 per adult and $20 per minor. This fee is paid on-line on NetStudy 2.0. There will also be a $9.10 finger print fee for adults and some minors, if applicable. The finger print fee will be paid at the finger print site with a check or money order (or it can be paid on-line also).
6. You may create a Develop account and complete pre-service training. See the back of this form for pre-service training requirements. www.developtoolmn.org and www.eagertolearn.org
7. When your background studies are complete, we will mail you your background study notice along with Packet 2. The Licensor will review the forms in Packet 2 with you at your first licensing home visit. A Licensor will contact you to arrange at least two visits to your home. A home safety inspection will be completed as well as an overview of licensing requirements, forms and scenarios.
8. When the licensing process is complete and all is in compliance, Brown County will e-mail your Licensing 3324 form (license request form) to the Department of Human Services (DHS) for approval. DHS will mail your license to your home. Your license will be effective on the date your Licensing 3324 is emailed to DHS.
