  • The License Bureau is open and all services are available for in-person transactions.
  • The cut-off time for processing driver’s license/ID and title transactions is 4:00 p.m.
  • The US Dept. of Homeland deadline for requirement of the Real ID, Enhanced DL or Passport to board a domestic flight has been extended to May 7, 2025.

The Brown County License Bureau processes Standard, REAL, Enhanced driver’s licenses and State ID cards. Monday–Friday from 8am to 4pm.

Please complete the pre-application online before arriving at the license bureau.

New to Minnesota?

If you are new to the State of Minnesota and under 21 years of age, you are required to take a written test to obtain your Minnesota license.  New residents have 60 days after moving to the state to obtain a Minnesota driver's license.

Road & Written Tests

  • Coming Soon: Daily written knowledge examps by walk-ins.
  • Class D Written and road tests are held on Thursdays in New Ulm.
  • Please go to https://onlineservices.dps.mn.gov/EServices/_/#1 to schedule a test.
  • You may call (651) 284-1234 for assistance in scheduling your appointments.

New Residents

  • New Residents have 60 days after moving to the state to obtain a Minnesota Driver's License.
  • Must pass the Minnesota State written test if under 21 years of age, or if your license is not valid.

CDL & Motorcycle

  • CDL & Motorcycle knowledge tests are offered Thursdays from 10am to 11:15am in New Ulm.
  • These test are on a walk-in basis and do not require an appointment.

MN State Driver and Vehicle Services Websites

The Brown County License Bureau processes title transfers Monday-Friday from 8:00 am to 4:00 pm.

  • New residents have 60 days after moving to the state to obtain Minnesota license plates.
  • When someone moves to Minnesota, they must submit an out-of- state title or current registration if the title is unavailable. 
  • Applicants must provide driver's license or state-issued identification card.
  • If there is a lien against the vehicle, the owner must provide the name and complete address of the lender, as well as the date of the loan.
  • The owner's signature is required on the Minnesota title application.
  • All sellers must sign a title.
  • New owners have 10 days to transfer a title.
  • Current insurance information must be provided for all title transfers and registrations.

Inspections are by appointment only.  Visit drive.mn.gov to schedule an appointment.  If you need assistance with scheduling, please call 651-282-2173.

Minnesota DNR Licenses and Registrations can be purchased at this location, Monday - Friday from 8am to 4:30pm.  Transfers of ownership are processed Monday - Friday from 8pm to 4pm.


Minnesota DNR Bill of Sale Requirements

  • Date of sale
  • Purchase amount

All buyers and sellers must sign the bill of sale.  Any titled boats must have a signed title. All signatures must be original. They may not be pre-printed or photo-copied.

The License Bureau offers contactless service options for certain transactions:

  • Passenger class vehicle renewals (tabs)
  • CDL medical certificates
  • Disability certificate renewals
  • DNR Renewals

Contactless Services are offered through mail or drop-box located on the Franklin Street side of the License Bureau parking lot. Please include your telephone number so we may call you when your transaction has been processed.  You may choose to pick-up your items or have them mailed to you.
